Monday, February 9th, 7:00 PM- at John Wilson District Building, 14th and Penn. Ave. NW Room 120 At its monthly meeting the Gertrude Stein Democratic Club will hear from Candidates for Delegates to the Democratic National Convention. All interested parties who have filed their Declaration of Candidacy with the DC Democratic State Committee by Tuesday, January 13th, and meet all requirements for Delegate will be allowed to speak for 2 minutes. Candidates should address their remarks on how they would serve the Lesbian, Gay, Bisexual and Transgendered citizens of DC as a representative to the Convention held in Boston the week of July 26-29, 04. The Stein Club that evening will also hold an Endorsement Election for Democratic Presidential Candidate. All Presidential Candidates will be on the Ballot. A representative from each Candidates Campaign will be allowed to speak for 2 minutes. The representative must be named in writing and submitted to democlub@aol.com no later than Friday, February 6th. All members of the Gertrude Stein Democratic Club in good standing will be allowed to vote. Only 1 Candidate who shall receive 60% of votes cast will be endorsed.

THE DELEGATE SELECTION PROCESS IN BRIEF
District of Columbia Democrats will have a full, timely and equal opportunity to participate in the process of electing and certifying delegates and alternates to the 2004 Democratic National Convention. The DC Democratic Party is committed to ensuring full public participation in all party affairs and in implementing affirmative action programs towards the end. The District of Columbia will use a promotional representation system based on the results of a presidential caucus for apportioning delegates to the 2004 Democratic National Convention.
STEP ONE: Presidential Preference Caucus - Saturday, February 14, 2004
Presidential preference caucuses will be held in each Ward to determine how many delegates each presidential candidate will receive.

HOW: Democratic voters in each Ward vote for their presidential preference.
STEP TWO: Selection of District-Level Delegates and Alternates -Saturday, March 6, 2004
There are two congressional districts (CD's) in the District of Columbia. CD-1 is comprised of Wards 1, 2, 6 and 8. CD-2 is comprised of Wards 3, 4, 5 and 7. On March 6, 2004, at the DC Convention Center, a convention to select district-level delegates and alternates will be held. The National Convention delegates and alternates selected at the district level shall be allocated in proportion to the percentage of the caucus vote won in that district by each preference, except that preferences falling below a 15% threshold shall not be awarded any delegates or alternates.

HOW: Democratic voters committed to each presidential candidate (or uncommitted) in each Congressional District select the number of delegates and alternates, by appropriate gender, allocated to them by the presidential preference caucus. Additional delegates and alternates will be elected by the DC Democratic State Committee on Thursday, April 29, 2004.
The delegate selection process is governed by the Charter and Bylaws of the Democratic Party of the United States, the Delegate Selection Rules for the 2004 Democratic National Convention (Rules), the Call for the 2004 Democratic National Convention (Call), the Regulations of the Rules and Bylaws Committee for the 2004 Democratic National Convention (Regs.), the rules of the Democratic Party of the District of Columbia, the District of Columbia election code, and the Delegate Selection Plan Description of the Delegate Selection Process.
